When Does a Commercial Building Need an Electrical Panel Upgrade?

Your electrical panel is the heart of your building’s power system. When it fails, everything stops – HVAC shuts down, tenants lose power, and operations grind to a halt. Yet most commercial building owners and property managers don’t think about their panel until something goes wrong.

The reality is that electrical malfunctions cause 14% of all commercial building fires, according to FEMA data. An aging or undersized panel isn’t just an inconvenience. It’s a liability. Here’s how to know when it’s time for an upgrade – and what the process actually looks like.

Seven warning signs your panel can’t keep up

The most obvious red flag is frequent breaker trips. An occasional trip is normal. Repeated tripping – especially across multiple circuits – means your panel’s capacity is being exceeded by your building’s electrical demand. This is common in older buildings that have added HVAC systems, server rooms, or commercial kitchen equipment over the years without upgrading their electrical infrastructure.

Other signs that demand attention include flickering or dimming lights when large equipment cycles on, a burning smell or scorch marks near the panel (which requires immediate professional evaluation), buzzing or crackling sounds from the enclosure, and visible rust or corrosion on the panel housing.

Two less obvious but equally critical triggers: your building still runs on a fuse-based system rather than circuit breakers, or your panel is a Federal Pacific Electric (FPE), Zinsco, or Challenger brand. These manufacturers produced panels with well-documented safety defects – a 2002 class action found that roughly 25% of FPE Stab-Lok breakers failed to trip during overloads. Many insurance carriers now refuse coverage or increase premiums for buildings with these panels installed.

Finally, if your property manager or maintenance team is constantly relying on extension cords and power strips, that’s a clear sign the panel doesn’t have enough circuits or capacity for the building’s current use.

Code changes are raising the bar

New Jersey currently enforces the 2020 National Electrical Code (NEC), adopted statewide in September 2022 under the NJ Uniform Construction Code. Several changes in this edition directly affect commercial panel upgrades.

The 2020 NEC eliminated the old “six disconnect rule.” New or replaced service equipment now generally requires a single main disconnect rather than up to six separate switches. All switchboards and panelboards in commercial buildings must be marked with their available fault current and the date of calculation – a requirement that didn’t exist before 2020. GFCI protection was also expanded to cover commercial kitchens, food preparation areas, laundry areas, and indoor wet locations.

Looking ahead, the 2023 NEC (which NJ will likely adopt in a future code cycle) lowers the arc flash labeling threshold from 1,200 amps to 1,000 amps, expands surge protection requirements beyond residential buildings, and adds specific provisions for EV charging infrastructure – including automatic load management systems that allow smarter panel sizing. Building owners planning upgrades now should consider these coming requirements to avoid retrofitting later.

Working clearance is another common inspection failure. NEC 110.26 requires a minimum of 36 inches of clear space in front of all panels (more for higher-voltage systems), at least 30 inches of width, and 6 feet 6 inches of headroom. Storage in front of your electrical panel isn’t just a bad habit – it’s a code violation.

Panels, switchboards, and switchgear – which does your building need?

Not all commercial electrical equipment is the same, and the right choice depends on your building’s size and power demands.

Panelboards are the most common and cost-effective option, rated up to 1,200 amps. They’re wall-mounted and well-suited for small-to-mid-size commercial spaces – retail stores, offices, restaurants, and warehouses. Most operate on three-phase power at 120/208V or 277/480V, which is standard for commercial buildings because it delivers power more efficiently to motors, HVAC systems, and heavy equipment than single-phase residential service.

Switchboards pick up where panelboards leave off, handling 1,200 to 5,000 amps. These floor-mounted units serve as main distribution equipment in large office buildings, hospitals, data centers, and educational campuses. Switchgear is the heavy-duty option – rated up to 6,000 amps with draw-out breakers that allow individual sections to be maintained without shutting down the entire system. Hospitals, manufacturing plants, and facilities requiring 24/7 power reliability typically require switchgear.

For reference, a small retail or office space typically needs 200 – 400 amps. Mid-size commercial buildings run 400 – 800 amps. Large commercial and industrial facilities often require 800 amps or more.

What the upgrade process looks like

A commercial panel upgrade is not a same-day job. Building owners and property managers should plan for a process that typically spans several weeks to a few months depending on scope.

The project begins with a site assessment and load study to determine current demand and future capacity needs – especially important if you’re planning for EV chargers, expanded HVAC, or tenant buildouts. Engineering and design typically take two to eight weeks. Permitting through your local NJ construction office adds another one to five weeks, as commercial projects require detailed documentation including load calculations, wiring diagrams, and fire safety reviews. Only a licensed NJ electrical contractor can pull these permits.

The physical installation can range from a few days for a straightforward panel swap to several weeks for complex switchgear installations. Most commercial electricians schedule work during off-hours, nights, or weekends to minimize tenant disruption, and can stage the installation in phases with temporary power solutions so your building never goes fully dark. After installation, a municipal electrical subcode inspector reviews the work before your utility provider restores full service.

The business case for upgrading now

Beyond safety and code compliance, a panel upgrade is a smart financial decision.
